Born in Warm Springs, GA in 1931, Elgia Cook was the rock of both his family and his community. Moving to Chicago in 1954 after serving in the Korean War as a United States Marine, he became a police officer and scaled the ranks of the Chicago Police Department (CPD). Starting as a patrolman, he quickly rose to the rank of Sergeant, and continued garnering special recognitions and assignments through his promotion to Captain after graduating from the FBI Academy in 1977. Upon completion of his Bachelor of Arts in Criminal Justice in 1980, El secured his next promotion as District Commander of Chicago’s 11th District. He then went on to become the Deputy Assistant Superintendent of CPD before his appointment as Chief of the Organized Crime Division.
Allowing his love of music to lead him to a local R&B show in 1982, Elgia met Jean Davis serendipitously on a night that would change his life forever. She would become the love of his life and most prized accomplishment. He retired in 1991 and fully dedicated the rest of his days to loving and supporting Jean in her endeavors, and giving back to the communities he was a part of.
Elgia’s commitment to the advancement of youth and community included his service as President of Chicago Metropolitan Chapter of NOBLE (National Organization of Black Law Enforcement); appearances and presentations to Congress on attacking the problems of organized crime, drugs, and violence in communities; and founding the “We Care” program to provide food, clothing, and gifts to thousands of impoverished Chicagoans for nearly two decades.
El, adoringly known as “Chief,” was preceded in death by his parents, Queen Esther and Roland Cook. He leaves behind four children: Carlton (Sharon); Larvette; Patrice (Pinklon); and Brandi-el (Kelcey); eight grandchildren: Courtney, Creighton, Sharonda, Warren, Briana, Tavien, Nya (Ashley), Nina; and one great-granddaughter, Penelope. He is eternally grateful for the dedication of his caretakers: his devoted sister-in-law, Geneva, and his care team, Doris and Asmait.
